CICDC Workshop on Balance Sheet Approach

November 3 – 5, 2025

From November 3 to 5, 2025, the workshop on Balance Sheet Approach (BSA) took place in Shanghai in collaboration with the People’s Bank of China (PBC). 14 officials from PBC participated in the training.

The workshop was led by Mr. Artak Harutyunyan (Division Chief), Ms. Darja Milic (Mission Chief) from IMF Statistics Department (STA) and Mr. Maciej Anacki, Team Lead of European Central Bank. Ms. Tang, Xinyu, Deputy Director-General of Statistics and Analysis Department of PBC, and Ms. Cheng Hoon Lim, Deputy Director of STA addressed the participants in the opening session.

The workshop equipped officials with skills to compile and analyze the BSA matrix, financial accounts, and flow of funds (FoF) using integrated financial, fiscal, and external statistics. Participants learned to generate sectoral matrices, address specialized topics like consolidation, nonbank financial institutions, and stock-flow reconciliation, and apply BSA analysis to identify exposures and vulnerabilities—such as reliance on external funding or sectoral leverage. The practical training enabled attendees to understand data sources, summarize critical gaps, and use these tools for pinpointing risks and informing policy decisions.
