CICDC course on Current International Issues in Tax Law Design

November 17-21, 2025

From November 17-21, 2025, the course on Current International Issues in Tax Law Design (TLWD) took place in Shenzhen in collaboration with the State Taxation Administration (STA). 16 participants from STA, China and 11 participants from Nepal, Mongolia, Iran, Tajikistan, Uzbekistan, Pakistan, Tanzania, Malawi and Gambia participated in the course.

This course was delivered by Ms. Rose Nyongesa (Mission Chief), Mr. Bernard Schneider, Mr. Irving Aw and Mr. Mbakiso Magwape from the IMF Legal Department. The course examined the complexities of designing and drafting tax legislation, focused on pressing topics such as cross-border taxation, base erosion and profit shifting (BEPS), and the OECD/Inclusive Framework’s two-pillar agreement on international corporate taxation.

Throughout the course, counselors and participants took a field trip to the Tax Service Center in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, where they explored the Center’s intelligent and streamlined tax service systems. Their itinerary also included a visit to Huawei’s headquarters to gain insight into how China’s tax administration supports cross-border enterprises and how advancements in tax services concretely benefit business operations from a corporate viewpoint.
